Buy a House to Renovate (Do-It-Yourself Renovation)

The Mahoning County Land Bank’s Buy a House to Renovate Program, more formally known as its Deed-in-Escrow Program, allows a qualified owner-occupant or investor to buy a house already owned by the Land Bank for a modest purchase price. The deed is held in escrow until the buyer completes a renovation with their own funds that brings the house up to meet a community’s housing code, inside and out. The Land Bank provides a detailed specification.

Where Do I Start?

Under this program, an interested buyer can fill out a Structure Purchase Application for a home on this site listed as “applications being accepted” and return the hard copy to the Land Bank, or fill out our online application here. The Land Bank reserves the ability of owner-occupants (who promise to live in the house for at least 3 years) to apply for 30 days after a house first appears on the web site. Afterward, applications are opened to all interested investors for an additional 30 days.

Buyers are not eligible to apply if they (1) own any real property in Mahoning County that is tax delinquent, (2) own any real property that violates any local housing codes or ordinances or (3) were the prior owner of any real property in Mahoning County that was transferred as a result of tax foreclosure proceedings.

Potential applicants should review the proposed purchase price AND the renovation specifications/cost estimate. Financing documentation (lender letter, bank statement, line of credit, etc.) MUST accompany the application.

Once the Land Bank approves an application, the negotiated purchase price and a timeline for the buyer to complete renovations (30, 60, 90 days, etc.) to the specifications will be outlined in a sale agreement. At the time of agreement, the buyer will place a 10 percent deposit on the purchase price in escrow and the Land Bank will place the deed in escrow.

The deed and purchase price deposit are held in escrow until the buyer completes the renovation with their own funds. All costs associated with labor, materials, supplies, etc. are the sole financial responsibility of the purchaser. The purchaser also is responsible for securing any necessary permits and executing whatever is necessary to complete the renovation. The Land Bank will conduct monthly inspections during renovations to ensure progress and completion in a timely manner. The renovation is deemed complete when an inspector retained by the Land Bank attests that all specifications have been met.

Upon completion, the purchaser will close with the escrow agent and pay the balance of the purchase price, receiving the deed in return.

If renovations are not completed within the timeline in the purchase agreement, the deed will be retained by the Land Bank. The purchaser will lose the financial investment made to that point. The property then will be re-evaluated and re-offered for sale.

The Mahoning County Land Bank reserves the right to change, modify or amend these procedures at any time.
